ACRA Meets with Secretary of Transportation

ACRA FILES ACDBE COMMENTS
On October 3, 2025, the U.S. Department of Transportation issued an Interim Final Rule (IFR) revising the Airport Concession Disadvantaged Business Enterprise (ACDBE) program. The rule follows a DOT letter sent on September 30 providing preliminary guidance (Hyperlink: https://acrobat.adobe.com/id/urn:aaid:sc:US:b9c5405b-1f50-47cb-a056-8a66a576a90e) to airports and Unified Certification Programs (UCPs) on reevaluating ACDBE eligibility, goal-setting, and compliance procedures.

ACRA noted that inconsistent guidance from airports since the rule’s release has created uncertainty for rental car concessionaires and other airport operators.

In its comments to DOT, ACRA requested clarification on several key points:

  • Whether concessionaires must continue meeting existing ACDBE goals during the transition period;
  • Whether airports should continue including ACDBE goals in solicitations and bid processes;
  • Which reporting obligations remain in effect; and
  • The expected timeline for UCP reevaluations and the implementation of any new program requirements.

ACRA emphasized that clear, uniform federal guidance is essential to ensure consistency and fairness across all U.S. airports as the updated ACDBE standards take effect.

CHAIRMAN GRAVES GIVES UPDATE ON SURFACE TRANSPORTATION REAUTHORIZATION TIMING 
House Transportation & Infrastructure Committee Chairman Sam Graves (R-MO) recently made public comments that the Committee will take up the Surface Transportation Reauthorization early next year, with the goal of bringing the bill to the House floor by spring. ACRA continues to advocate for inclusion of provisions addressing vehicle data access, recall reform, and parity between traditional and P2P car rentals in this critical legislation.

ACRA JOINS U.S. TRAVEL LETTER 
ACRA proudly joined hundreds of organizations across the travel and transportation sectors in signing a U.S. Travel Association letter urging Congress to end the federal government shutdown. A stable and fully functioning government is essential for the travel economy, transportation safety, and the millions of Americans who rely on efficient mobility.

ACRA SENDS EXEMPTION LETTER TO SC AQMD
On October 30, 2025, ACRA sent a letter to the South Coast (California) Air Quality Management District (AQMD) requesting an exemption from  AQMD’s Rule 461(c)(4)(E), which requires owners or operators of non-retail gasoline dispensing facilities to record the date, quantity of fuel dispensed into each motor vehicle, and the motor vehicle’s make, model, model year, and vehicle identification number, in reference to the Consolidated Rental Facility (ConRAC) at Los Angeles International Airport (LAX).
