Sharon Faulkner
ACRA Executive Director
Sharon Faulkner has been involved in the rental industry for over 35 years. She was the President of the New York Vehicle Rental Association for many years and lobbied intensely to improve the adverse laws that affected New York operators. She has been a board member of each national car rental association for the past seven years. Sharon was most recently a Dollar and Thrifty franchise owner for over ten years located in Albany, New York. Sharon has been a featured speaker at many industry conventions and seminars. She has been the moderator for many successful car rental roundtable discussions and profit sharing meetings. She is a former founding member of the Advisory Board for Auto Rental News Magazine, where she has published a number of articles.Sharon has previously testified in the U.S. Congress to lobby for the repeal of vicarious liability that affected the car rental industry in a number of states. In 2005 vicarious liability was repealed on a federal level. Sharon and many others were instrumental in affecting this needed change for the car rental industry. In 2008 Sharon was awarded the Russell Bruno Award at the Car Rental Show for outstanding service to the car rental industry for her many years of involvement in legislative issues and education. In the nineties Sharon was the Area Manager in Upstate New York for Budget Rent A Car operating at Albany International Airport. She also opened a number of local locations for the Budget Corporation throughout Northeastern New York. She is certified as a Woman Owned Business in New York State. She was born in Albany, NY and is a graduate of Empire State College a division of the State University of New York at Albany.
Sharky Laguana
ACRA President - Bandago, Chief Executive Officer
Sharky Laguana came to the car rental industry via an unusual path: he was a musician in a critically acclaimed music group (Creeper Lagoon) when the van they were touring in broke down in the Nevada desert. Sharky decided to start his own van rental company, Bandago, to better serve touring musicians. Starting with a single van parked in front of his basement apartment, Sharky grew Bandago to have a national footprint, with hundreds of vehicles and locations in cities across the country. Sharky joined ACRA as a member in 2005. He volunteered as California ambassador for ACRA in 2014, leading to his election to the board of directors in 2017, and election as President in 2020. In 2023 Sharky was awarded the Auto Rental News Impact award for outstanding service to the car rental industry. In 2024 Sharky was appointed by US Transportation Secretary Buttigieg, and Secretary of Energy Granholm to Electric Vehicle Working Group which makes recommendations to the Secretaries of Energy and Transportation regarding the development, adoption, and integration of electric vehicles into the U.S. transportation and energy systems.

William Harris
ACRA Treasurer - Edge Auto Rental, Owner
William Harris has 35 years of experience in the car rental industry. Currently, he acts as the Chief Operating Officer and Co-Owner of Edge Auto Rental where he oversees the operations of the largest independently owned car rental business in New York City. Edge primarily services the entertainment industry, acting as a key player behind the scenes by providing customized cars and trucks for film equipment and production staff.
Previously, Mr. Harris started a U Save Auto Rental franchise, which he grew to six locations thusly putting the company on the map. Mr. Harris started his career in 1984 at a Ford Motor Company’s car rental unit, Franc.
The former race car driver is a vocal proponent for New York’s film tax credits, actively advocating for production incentives which increase job creation and small business development. He currently lives in New York City with his longtime girlfriend and two dogs.
Gordon Reel
ACRA Secretary - Enterprise Rent A Car, Vice President of Government and Public Affairs
Gordon Reel serves as Assistant Vice President of Government and Public Affairs for Enterprise Holdings, the most comprehensive service provider and only investment-grade company in the car rental industry. Enterprise Holdings operates Alamo Rent A Car and National Car Rental as well as its flagship Enterprise Rent-A-Car brand, and leads the car rental industry with more than a third of all airport business in the U.S. and Canada. Enterprise Holdings’ extensive network includes 7,800 neighborhood and airport locations worldwide. With annual revenues of $14.1 billion and more than 70,000 employees, Enterprise Holdings also owns and operates, through its regional subsidiaries, more than 1 million cars and trucks, making it the largest car rental company in the world measured by revenue, employees and fleet. Gordon oversees federal and state legislative activity – on behalf of all three brands – that relates to or affects the car rental, fleet leasing and car sales industries. He works directly with Enterprise’s local operating groups in the US and Canada to manage legislative and political issues as well as its lobbyists. Gordon also assists in managing Enterprise’s Political Action Committee. Prior to moving to Enterprise in July 2001, Gordon worked for the St. Louis Regional Chamber & Growth Association (RCGA), as the Director of Government Affairs, and also served in several capacities in the state legislature. Gordon is a St. Louis native and a graduate of the University of Missouri-Columbia’s School of Journalism. He lives in St. Louis with his wife, Elizabeth, and three daughters.
Michael L. DeLorenzo

Michael L. DeLorenzo brings 45 years of car rental industry experience. Mr. DeLorenzo currently serves as the Executive Vice President of a combined car rental operation. He has developed and expanded regional car rental operations to multiple locations and thousands of vehicles. Additionally, Michael has experience supporting and working for legislative change for the car rental industry.
Bill Wallschlaeger
Midwestern Wheels, Inc. d/b/a Avis and Budget Rent A Car System Licensee, President & CEO
Bill is a third-generation rental car operator of Midwestern Wheels, Inc. (MWI). MWI is a family owned rental car business that was started in 1958 with the Avis brand. Bill started his full-time role at his father’s company in 1985 following his graduation from Marquette University in Milwaukee, WI. At Marquette he earned a Bachelor of Science in Business Administration (BSBA), majoring in Finance with a focus in Economics. After taking on several roles in operations and following his father’s retirement in 1992, Bill became President and CEO of MWI. Since then, the company has grown in several markets throughout Wisconsin. Bill further expanded the company by adding the Budget Rent A Car brand in 2006 and the Budget Truck brand followed in 2008.
Bill is a member of the Avis Licensee Association and a voting member of the Avis System Advertising and Policy Committee and of the Avis System Advertising Trust and serves on several committees of same, supporting a high level of communication and support between licensee and licensor with a goal of mutual success.
Bill helped found and has been on the board of directors of the Wisconsin Car Rental Alliance (WICRA) since its inception in 1995 and served as the first President for six years and is the current Treasurer. The alliance has helped the rent a car industry in Wisconsin by protecting our businesses from burdensome regulations and restrictions on the sale of ancillary products along with curtailing the escalation of government fees imposed on our industry.
Jennifer Gelder
Budget Rent a Car of Atlanta, Birmingham, Memphis, Omaha, Kansas City, Wichita, Salt Lake City and Tupelo Avis Rent a Car of St. George and Cedar City, Utah and Elko, Nevada Vice President, Marketing
Jennifer currently serves as the Vice President, Marketing for A Betterway Rent-A-Car group, the largest car rental licensee in the United States, with more than 60 independently owned and operated Budget and Avis locations. She is second generation in this family owned company and works with her father, Roger Gelder, who is President. Interestingly, Roger was also President of ACRA many years ago. In addition to running the marketing department at Betterway, Jennifer is involved in all aspects of the business in an effort to plan for future succession.
Prior to joining Betterway in 2013, Jennifer spent 23 years in marketing and business management. She was with Strottman International, an agency specializing in marketing solutions and custom product development targeted to children and families, for 19 years. She managed the Atlanta operation which included the Chick-fil-A and Lowe’s accounts. Previous experience includes The Joey Reiman Agency in Atlanta and Tracy-Locke/DDB Needham in Dallas. Jennifer is a graduate of Indiana University. She resides in Atlanta, where Betterway is headquartered, with her husband and sons.

Carlos A. Bazan
VP Corporate Development, Legal and Government Affairs at Auto Spot Rentals
Mr. Bazan is a seasoned businessman with over 28 years of experience managing startups and blue-chip companies. His work has been mainly in the media, oil and gas, environmental and clean energy, retail, and transportation industries. Mr. Bazan has ample experience operating peer to peer and traditional, independent car rental companies, including neighborhood locations and airport facilities. Mr. Bazan has managed car rental companies in the San Diego, Los Angeles, Phoenix, Las Vegas, Reno/Tahoe, San Jose, Dallas, Houston, and Honolulu markets. His primary focus is top level management, legal compliance, risk and decisioning, and operations.
Today Mr. Bazan is working as Auto Spot’s VP of Legal and Government Affairs. He has currently under his belt a 7-city operation with over 1,500 cars. In the political arena, Mr. Bazan has been active in lobbying in the United States, Mexico, and the European Union (Belgium), and has been featured in media in the United States, Mexico, Colombia, and Spain. He has also been a member of the American Car Rental Association since 2018, and an ambassador for California and a member of the Legal and Legislative Committee since early 2019.
Paul Hemmert
Fox Rent-a-Car, Director of Airport Relations and Property Management
Paul currently serves as the Director of Airport Relations and Property Management for Fox Rent-a-Car. Paul brings extensive experience in both the car rental industry and property management. At National and Alamo RAC, Paul served as the Executive Vice President of Operations and the President of Canadian Operations. At Advantage RAC, Paul served as VP of Operations. Also, Paul worked at AIMCO, (Apartment Investment Management Company) and for KW Property Management and Consulting in both organizations he served as a Regional VP of Operations and Business Development. Paul currently lives in Orlando, FL
Steve Shur
Vice President Government Affairs EV Strategy Hertz Corporation
Steve Shur brings nearly 30 years of government and public affairs experience to Hertz as the newly created Vice President Government Affairs EV Strategy. Steve is responsible for all public policy matters related to car rentals, electric vehicles and electric vehicle infrastructure at the federal, state, and local levels. He coordinates the government affairs function with all aspects of Hertz’s business, including operations, fleet management, legal, finance, real estate, and strategy.
Prior to his current role, Steve served as the President of the Travel Technology Association, a Washington, DC-based trade association for the world’s leading online travel agents, travel management companies, global distribution systems and short-term rental platforms where he led the industry’s government affairs strategy and operations at all levels of government and internationally. In addition to leading the association, he served as the industry’s spokesperson, lobbyist, industry ambassador, and external representative in the US and internationally.
Shur spent the early days of his career in Washington, DC as a public and government affairs consultant representing companies, organizations and industries on public policy matters. He is a graduate of the University of Rhode Island and currently resides in northern Virginia.
Brenda Azúa
Chief Americas Officer Green Motion International U-Save International
As Chief Americas Officer, Brenda Azúa has led the development of Green Motion International in the Americas for the last 8 years, and with the acquisition of U-Save in September 2022, now also oversees all franchise activities for U-Save, including prospecting and sales of new markets, implementation process, operational support for existing franchisees, quality assurance, as well as managing the relationship with strategic supply partners.
Prior to joining the Green Motion International team, Brenda had worked as Marketing Director for Green Motion Costa Rica, car rental company owned by Purdy Motor Group, the largest dealership in Costa Rica, managing Toyota, Ford, Subaru and Volkswagen brands.
With more than 20 years of experience on service marketing positions including Car Rental, Outsourcing and Software industries, Brenda has an extensive knowledge of business solutions for customer centricity and profitability, which has led her to develop many of the franchise manuals and best practices in use, covering topics as Revenue Management, Customer Experience and Organizational Culture.
Brenda completed her Bachelor’s degree on Communication in 1998, in Valparaíso, Chile; and her MBA with emphasis in Marketing in 2010 in Costa Rica.
